Guiding Principles

The following Guiding Principles serve to identify social and economic factors which form the basis of proposed business activities between outside entities including, corporations, industries, government agencies and/or Proponents who aspire to partner with the membership of Pehdzeh Ki First Nation. The Chief and Council represent the interests of the membership and are the appropriate authority for signing agreements with outside entities.


1. PKFN recognizes the necessity to utilize the full potential of Consultation and Accommodation as a legal mechanism to develop business initiatives with potential partners / Proponents. Outside entities should obtain the consent of the PKFN before proceeding with business initiatives in our Traditional Territory.

 

2. PKFN will not sign an Agreement, Contract, Joint Venture, Memorandum of Understanding, or other partnerships without a proper legal analysis.

 

3. PKFN acknowledges the importance of the elders, culture, language, customs, traditions, practises and protocols and will engage in partnerships based on culturally appropriate mechanisms that will form the basis of any / all agreements.

 

4. PKFN seeks to cooperatively develop and utilize employment & training opportunities with prospective partners.

 

5. PKFN recognizes the importance of sound business initiatives and partnerships and aspires to grow with potential business partners and is committed to increase community capacities, operations and management contingencies.

RESPONSIBILITY

The operating company, when acting as prime contractor, is responsible for coordination and general supervision of all activities at the work site, including activities carried out by contractors, sub-contractors, service companies and suppliers. While all parties have a responsibility to promote worker safety, the operating company recognizes its leadership role in promoting worker health and safety on the basis that it has the greatest power to influence work site situations. It is the responsibility of workers and employers to refuse to perform unsafe work practices.  

PRIORITY

Activities will be conducted on the basis that safety of all personnel is of vital importance, whether those personnel are employed by an operating company, a contractor, a sub-constructor, a service company or a supplier.

RECOGNITION

The process of selecting contractors, sub-contractors, service companies and suppliers, and the administration of contracts, will include recognition and support of good safety performance.  Support and recognition based on good safety performance will also be provided by all employers to their employees.

IMPROVEMENT

The operating company, in cooperation with service companies within the industry, will promote methods and practices that have potential for improving safety performance.
